Oorlar is an Orc who can be found in threatening the merchant Nafzileh at various locations around Tamriel.

Dialogue

Oorlar: "Were they all fakes? I spent hundreds on your wares. Hundreds!"

Nafzileh: "I never sold anything to you, I promise! You must've gotten that from someone else!"

Oorlar: "I didn't buy anything from any other merchant! Give me what I'm owed or I'll take it from your dead body!"

Nafzileh: "Help! She's going to kill me!"

If you step in and defend Nafzileh, she'll say:

Oorlar: "Don't defend this swindler! He's only getting what he's owed."

If you let her take revenge, she'll remark:

Oorlar: "There's one less crook now."

If you attack her after she took revenge, she'll say:

Oorlar: "You'd avenge that swindler? He stole my hard-earned coin!."
